ICE Built a $300 Million Surveillance Machine

$300 million and counting
ICE has built the most aggressive domestic surveillance apparatus in a generation. Through a network of contracts, data-sharing agreements, and off-the-shelf technology, Immigration and Customs Enforcement now operates a surveillance machine that would have been unimaginable ten years ago. The total investment exceeds $300 million across dozens of vendors, and the scope extends far beyond immigration enforcement.
The technology stack
Palantir ELITE is the backbone. ICE's Enforcement Lifecycle and Integrated Case Tracking Environment runs on Palantir's platform, integrating facial recognition, biometric matching, and case management into a single interface. Field agents use the ELITE mobile app to run facial recognition searches in real time during encounters.
Cellebrite handles mobile forensics. When ICE seizes a phone, Cellebrite's UFED tools extract messages, photos, call logs, GPS history, app data, and deleted content. ICE signed a $3 million contract with Magnet Forensics (GrayKey) in September 2025 to supplement Cellebrite's capabilities on newer iPhones.
License plate readers (LPR) provide vehicle tracking at scale. ICE accesses LPR databases from Vigilant Solutions (now part of Motorola) containing billions of plate scans from toll roads, parking lots, and police cruisers. This data includes GPS coordinates and timestamps, creating a historical record of vehicle movements.
Social media monitoring rounds out the picture. ICE contracts with companies that scrape public social media posts, building profiles on individuals based on their online activity, associations, and stated locations.
The data-sharing agreements
In 2025, ICE signed data-sharing agreements with the Social Security Administration (SSA), IRS, and HHS. These agreements allow ICE to request up to 50,000 records per month from each agency. The data includes home addresses, banking information, employer records, tax filing details, and contact information.
Gravitas Investigations won a $32 million contract to provide investigative support services. The contract scope includes surveillance operations, background investigations, and analytical support for ICE field offices nationwide.
How it works in practice
A typical enforcement operation chains these tools together:
- Social media monitoring flags an individual based on online posts
- SSA/IRS data provides a current home address and employer
- LPR data confirms vehicle movements and daily patterns
- Field agents use Palantir ELITE for facial recognition during the encounter
- Cellebrite extracts the seized phone within hours
- All data feeds back into Palantir for case building
Each individual tool might seem routine. Together, they create a surveillance capability that tracks where you live, where you work, what you drive, what you post online, who you call, and where your phone has been.
No warrant required
Most of this surveillance happens without judicial oversight. The data purchases from commercial brokers bypass Fourth Amendment warrant requirements entirely. The inter-agency data sharing operates under administrative agreements, not court orders. LPR data is collected passively from public roads. Social media monitoring targets publicly posted content.
The only step that typically requires a warrant is the Cellebrite phone extraction, and even that depends on the jurisdiction and circumstances of the seizure.
The broader pattern
This story is bigger than immigration enforcement. The infrastructure ICE has built can be pointed at anyone. The data-sharing pipelines, the facial recognition capabilities, the vehicle tracking databases, and the phone forensic tools are not limited to immigration cases by any technical constraint. They are limited only by policy decisions that can change with an executive order.
